A bed built against a wall covers the inspection zone the building depends on, so activity that would have been visible is not. The risk is concealment, not attraction.
The reason the advice you find on this varies so much is that two different questions keep getting answered as though they were one. Do termites live in mulch? and does mulch against my house increase my risk? have different answers, and conflating them produces the contradiction you see everywhere — one source warning that mulch is a magnet, another insisting it is harmless.
Both are partly right. The useful answer sits underneath them.
Subterranean termites are already present in the soil across most of Australia. They forage constantly through underground tunnel networks, searching for cellulose. They are not drawn to a property by mulch; in most of the country they are already there, and were there before the garden was.
What mulch genuinely changes is the microclimate. It retains moisture and provides shelter, which makes the strip of ground immediately beside your house more hospitable for foraging than bare, sun-dried soil. That is a real effect and worth taking seriously.
What it does not do is import a colony. Termites separated from their nest survive only briefly — a shovelful in a bag of landscape mulch has no colony, no queen and no tunnel network, and dies within a day or so. The fear of buying termites in a bag is largely unfounded.
So mulch makes conditions marginally better for termites that were already nearby. That alone would be a modest concern. The serious problem is what a garden bed does to your ability to see them.
This is the part that reframes the whole question, and it is the part almost nobody leads with.
Australian termite management design works around a minimum inspection zone — a visible band of the building's perimeter, roughly one brick course, kept clear so that anything crossing it can be seen. The requirement sits in AS 3660.1, the standard governing termite management for new building work.
Here is the critical point: the inspection zone is not a barrier. It does not stop termites and was never intended to. Its entire function is to force any mud shelter tube travelling from soil to structure to build across open, visible ground — where a person looking will find it.
It is a detection system. And burying it under soil, mulch, pavers or decking removes the detection system while leaving every termite exactly where it was.
That is why a garden bed against the wall is a different proposition from the same mulch spread across a lawn ten metres away. One changes the microclimate. The other switches off your only means of early warning.

The small vertical gaps in the mortar near the base of a brick wall are weep holes, and they do two jobs: they let the wall cavity drain, and they let it breathe.
Soil or mulch banked over them causes three problems at once. The cavity stops draining, so moisture accumulates in the wall. Ventilation drops, so what does get in stays. And the weep hole itself becomes a concealed route from the garden bed straight into the cavity, entirely out of sight.
Weep holes need to stay clear and above the adjacent ground level. If you cannot see them from outside, they are not doing their job.
A separate problem with the same cause. Masonry walls carry a damp-proof course low in the wall to stop ground moisture rising into the structure above.
Build the soil or mulch level up past it and moisture bypasses the barrier entirely, moving up into the wall — producing damp, salt damage and deteriorating plaster inside. This has nothing to do with termites, but it is caused by exactly the same decision, and it is covered in more detail in planting near the house.
If you rank the factors honestly, mulch is not near the top.
Moisture is the dominant one — plumbing leaks, poor drainage against the building, blocked subfloor vents, air conditioning condensate, over-watered beds. Termites need a water source, and a house that supplies one is far more attractive than a house with wood chips near it.
Timber in soil contact — fence posts, pergola posts, deck substructure, retaining sleepers, particularly where they touch or run under the building.
Concealment — anything that stops you or an inspector seeing the perimeter, including stored items, dense planting and enclosed subfloors.
Buried debris left from construction or landscaping.
Mulch sits below all of these, and it only becomes significant when it is doing the concealing.
Finding them in the garden is not the same as finding them in the house, but it is not nothing either — it means an active colony is foraging close by.

Distances get quoted freely and vary widely, and some of the figures circulating in Australian articles are in imperial units lifted from overseas sources. The requirement that actually matters is not a distance — it is that the inspection zone at the base of the wall stays visible and clear. Work to that and the distance resolves itself.
Inorganic material is a better choice in the strip closest to the building because it holds less moisture and provides no food. It still must not cover the inspection zone, the weep holes, or sit above the damp-proof course. Material choice does not override level.
Some timber species are more naturally resistant to attack than others, and that resistance is a property of heartwood rather than the whole log. It is a marginal factor. No mulch is termite-proof, and none of it addresses the concealment problem, which is the one that matters.
Not necessarily. In most cases the fix is a level change rather than removal — lowering the material back below the damp-proof course, exposing the weep holes, and re-establishing a clear band at the base of the wall. Keep the bed, move it back, and step the material.
No, and this is one of the most persistent misunderstandings in Australian housing. Termites exploit construction joints, shrinkage cracks, service penetrations and weep holes. The slab is not a barrier, which is precisely why the visible inspection zone exists.
The garden bed question is really a question about whether you can see what is happening at the base of your walls.
